Of course they do, when looking at goalscoring records nobody remembers penalties. <_<

also they need a huge investment in the club

really do need about 8 new players in the first 11
They need a keeper and pace in their team. Pato aside they have no pace at all so it's easy to defend against them

They don't need another keeper. Storari has been good enough, has hardly put a foot wrong and they have Roma, Dida and Abbiati as back-up.

They need a minimum of 4 signings if they want to challenge for honours, the deal for Milos Krasic has all but gone through, Zambrotta and Janko just don't have the legs to last 90 minutes. Criscito and another RB, or even converting Abate as a full-time full-back would be a better option. Preferably, a 5th signing coming in the form of a CM would be ideal but more importantly someone like Cassano is what Milan need to re-ignite their team. They lack the confidence and flair that Dinho is lacking in and with Cassano on such hot form, he would be great for the team but shame he doesn't want to move.
