yeah I'd probably shift it to 1 point being par at home against the top 3 (i.e. title challengers) and extend the away wins to the bottom 10 rather than bottom 7.

No it allocates the 'quality' of a result based on the strength of the rival team. It's obviously not 100% accurate as no system ever could be, including the real table. But it highlights the fact that a 3 game win streak at home against the bottom 3 may put you at the top of the league table but you would be just expected results (i.e. par) while away wins against the top 3 would have you significanty above par due to the expectation of them being much more dfficult games to win.

Its not based on the previous seasons single result against that team, its based on the teams overall performance in the previous season (which is the only information you have before the new season actually kicks off).

So for example City are flying high at the minute, but they have had a comparatively easy fixture list so far compared to others (despite the away games to Spurs and united).
