They do for free kicks
Exactly, why does the fact a goal is scored completely change the rules of the game? The foul by Cech was arguably a red, but 100% a yellow and just because Bale has scored it doesn't get punished.

It's just the easy way out for the ref. Means he doesn't have to make a decision.
